Job duties:
Job holder is a contracting specialist responsible for a broad range of procurement and acquisition functions that include simplified acquisitions, supplier analysis and selection, negotiation, contracting, and supply chain management. These services will be provided to the Department of State, U.S. Government agency subscribers to the International Cooperative Administrative Support Services (ICASS) in country, and other designated U.S. federal agencies. Job holder will be directly supervised by the Warranted LES Contracting Officer/Procurement Supervisor.
Job Requirements:
EXPERIENCE: Three (3) years of experience in procuring a wide variety of products and services, administering terms and conditions of contracts, negotiating, and awarding contracts and contract modifications and monitoring contractors’ performance.
EDUCATION: College or University Studies in a business-related filed, including finance, management, communications, or marketing/public relations.
LANGUAGE: English Level IV fluent(speaking/reading/writing), Czech Level IV fluent (speaking/reading/writing). This may be tested.
SKILLS AND ABILITIES: The ability to interpret and apply federal acquisitions regulations and policies is required. Good oral and written communications skills that include demonstrated negotiation skills for obtaining best pricing for services and/or goods are required. Excellent customer service skills are required to develop and maintain effective, sustainable working relationships with the U.S. Mission customer base, Mission service providers and outside local vendors, landlords and companies for purposes of obtaining goods and services locally when necessary. Organizational skills are required to operate independently with limited direct supervision of day-to-day activities. Tact in dealing with local companies and businesses and persuasiveness in dealing with vendors in obtaining best pricing is required. Ability to use word processing, spreadsheets and database software is required. Ability to use ILMS, Ariba, Contractor Performance Assessment Rating System (CPARS) and Federal Procurement Data System (FPDS) applications is required. Numerical skills for developing contracts and obtaining best pricing are required. Good internet skills are required for researching availability of goods and best pricing.
